is Founder of the Coalition for Public Safety Training In Schools, Inc. (CPSTS). Bill turned a life-long commitment for the welfare of youth development and young adults into creating CPSTS, a 501 (c) (3) non-profit organization, he
established in July 2014 as a means to advocate for students and graduates of Prince George’s Public County Schools seeking careers in Public Safety. Among these careers are: professional Firefighter/EMT, Police Officer, Correctional Officer, and Homeland Security Personnel.
Prior to establishing CPSTS, Bill spent a total of two decades educating and/or participating in the education of high school and college students in the skills trades. His extensive background as an educator and influential skills led to several significant leadership positions on non-profit boards and with community development entities. These include Board of Director membership on Southern Area Youth Services, Inc.; Foundation of Automotive and Construction Technology for Students, Prince George’s County Public Schools; Prince George’s County Workforce Services Corporation; and Committee Member, Work-Study Initiative.
He believes, strongly, in optimizing business processes, practices and accountability to achieve greater efficiency and cost savings in workforce development programs, especially those preparing youth and young adults for Public Safety careers.
Bill’s outstanding accomplishments in his craft as a Journeyman Bricklayer, Certified Masonry Instructor, member of the Maryland Apprenticeship and Training Council, he was appointed in November 2003 by the Governor to serve as the Council Chair for the State of Maryland. He continues to serve in that capacity. In 2013, he was appointed to the Prince George’s County Fire Commission by the County Executive.
In founding CPSTS, Bill created the organization to fill a perennial gap between educating, training and employing Prince George’s County students and graduates seeking Public Safety careers.
